Job Summary

For the Project Management Office (PMO), directly supervise personnel and activities of the Project Controls department for Inside Plant (Substation) and Outside Plant (Transmission and Distribution) for electric utility projects. Manage the Project and Construction Capital T&D Portfolio of $300M for Cost, associated with Substation, Transmission and Distribution Specific Projects, Programs and Blanket budget adhering to Projects and Construction (P&C) and PMO process and procedures. This position acts as a critical contributor to the successful execution of Project Controls, such as budgeting, cash flows, accruals forecasting, cost control, variance analysis and other various activities.  It involves the creation of reports and presentations consisting of data to the Long Island Power Authority (LIPA).

Job Responsibilities

  • Managing and developing a staff of budget analysts, Total P&C Project and Annual development; Financial analysis, Cost accounting and forecasting, Variance analysis, Performance reporting, Project change management, Invoice and Accrual Management, Risk and Contingency, Quality Assurance and Control, Project management assistance and Integrated cost and scheduling.
  • Responsible for oversight of monthly Capital budget vs. actual variance analysis, & forecasting of year-end expectations. Monitoring of plan/actual work units and reporting of monthly expenditures and unit costs. Responsible to provide data and information request to LIPA, Internal Auditors, External Auditors, NY Department of Public Services and other third party requests.
  • Develop, update and review LIPA's eight year Long Term Plan (LTP). Work with the Estimating and Scheduling Managers to ensure accurate estimates are entered into the Project Tracking System (PTS) and align with yearly and LTP forecasts and schedules.
  • Develop, coordinate and maintain financial tracking and executive dashboards for the financial aspects of projects, including metrics reporting to the Corporate Balanced Scorecard.
  • Develop, coordinate, validate and maintain financial, estimate, budget, forecasting, variances and other data within PTS and other systems/databases and query tools for individual projects and overall project portfolio. Provide recommendations and improvements of PTS and processes.
  • Organize and lead challenge sessions within the Project Teams and Directors on a monthly basis to determine previous month forecast variance explanations and as well as Estimate to Complete (ETC) for existing projects. Develop executive reports and summaries for distribution to the Senior Leadership Team and LIPA. Collect, analyze and archive project data and develop historical documentation to assist with future improvements and enhancements.

Job Specific Qualifications

Required

  • Bachelor's Degree in Engineering, Accounting, Finance, Business or Construction
  • 8 years of related experience
  • Minimum 2 years of supervisory experience 
  • Demonstrated experience promoting team effectiveness by soliciting input from team members, communicating expectations of the team and delegating responsibilities while providing support and structure.
  • Strong effective verbal and written communication skills and excellent interpersonal and team-building skills
  • Demonstrated ability to train and develop others
  • Must have experience with an ERP system or Project Management software to facilitate full leveraging of technology solutions in the Program Management environment
  • Demonstrated proficiency in MS Office (PowerPoint, Word, Excel)

  • PMP certificate
  • MBA or advance technical degree
