Job Summary
This position will manage a section of Engineers and Customer Planning Representatives (Planners) that is responsible for distribution design engineering, designing and estimating work orders for LIPA generated Capital work including but not limited to Major Capital Projects, Minor Extensions, Circuit Improvement, Public Works and Power On Projects. Also manage the New Business process to establish electric service to new customers both residential and large commercial and act as consultant with Developers of land for both residential and large commercial developments. Maintain a high priority on Customer Satisfaction utilizing the New Business Playbook and maintaining records within SAP to ensure a 95% satisfaction rate. Provide economic evaluations and technical consultation with regard to electric service and operation of the electric distribution system to internal and external customers.
Roles that include NERC CIP responsibilities:
- Owns functional tasks on day-to-day compliance with the all the NERC Standard's Requirements assigned.
- Serves as contact for all assigned compliance activities. Coordinates the reviews and approvals as specified in Standard Requirements.
- Ensures required policies/procedures are
- followed and that any local dept-level procedures encompassing the NERC Compliance Standards Requirements are up to date.
- Provides materials for required reviews and approvals of all assigned compliance activities for submission.
- Works with SME Mgrs and Lead SME Contributor on functional day-to-day compliance activities to ensure all are effectively coordinated, sustained in the LOB. Provides updated and approved input to the Lead SME for the Reliability Standard Audit Worksheets, CIP Evidence Request Tool, O&P Evidence Tracking Sheet and for all assigned NERC Standard. Includes FERC, NERC, NPCC, LIPA, NY State, DHS.
Job Responsibilities
- Evaluate Division work plan to develop strategy to accomplish planned work with internal and external resources.
- Manage project bid cycle with T&D Project Management and Purchasing to assure all projects are designed, bid, awarded and field completed according to work plan.
- Assist in the development of budgets and budget variance forecasts.
- Provide engineering expertise for internal and external customers for LIPA owned and customer owned equipment
- Conduct regular Safety/Information Meetings
- Represent LIPA at outside Professional Society Meetings
- Provide Expert Testimony when or if needed
- Responsible for review and approval of Work Order prepared by Planners
- Ensure Capital Work Plan portfolio completion including Major Capital jobs, Public Works projects, conversion and reinforcement, exit feeder, Power Asset Management (PAM) and other large projects.
- Experience with electric construction work estimating practices
- Knowledge of Electric Design Applications and Standards, General Operation Procedures, and Design Bulletins
- Practical knowledge of Rules for Safe Operation Utilizing work methods for Electric Construction Knowledge of Electric Tariff and Rate Schedules
- Knowledge of Legal Agreements and Contracts (Permits, Easements, Private Property Agreements, Surcharge Agreements, Environmental, etc.)
- Ability to respond to emergency storm and other conditions may require field work during nights and holidays/weekends Ability to lead and motivate the team members and the ability to effectively collaborate with various internal and external stakeholders
- Ability to set direction for the organization in regards to technical issues and the attention to detail.
Job Specific Qualifications
- Bachelor’s degree in Electrical or Mechanical Engineering
- 8 years of experience in Transmission and/or Distribution systems required
- Experience managing MAST and/or Bargaining Unit employees
- Strong work experience with AutoCAD, SAP, Field Mobility App
- Technical knowledge related to distribution systems, codes, and Redbook Ability to develop Design Directives and Guidelines (RedBook)
- Knowledge of PSEGLI Specifications and Requirements for Electric Installation (Red Book) Knowledge of NESC (National Electrical Safety Code)
- A valid US Driver’s license with safe driving record.
- Department of Energy's regulation 10 CFR 810 is required.
Desired
- Project Management, or PE License preferred
- Knowledge of asset management/accounting Project management experience.
