Job Summary
The Lead Project Controls Analyst provides portfolio level financial and performance analysis for the organization’s capital project programs. This role supports the Telecom group and Distribution Automation by overseeing portfolio reporting, financial forecasting, and monitoring across the Telecom capital projects portfolio. Responsible for developing and managing project budgets, forecasts and variances from planning through project closure.
The candidate in this role will utilize their expertise to offer technical/analytical and functional support in the area of project controls. The role works closely with PMO leadership, Finance, and Project Managers to ensure accurate forecasting, reporting consistency, and improved visibility into portfolio performance.
The successful candidate will drive improvements in portfolio reporting processes, data integrity, and financial analysis to support effective decision- making across the Telecom capital portfolio. Successful candidate will ensure projected budget variances are properly tracked and maintained and will meet the cost review process. The Project Controls Lead Analyst will report directly to Telecom Senior Distribution Supervisor.
Job Responsibilities
- Provide portfolio-level financial and performance analysis for Telecom and Distribution Automation capital project programs.
- Oversee portfolio reporting, including tracking, analysis, and communication of project performance metrics.
- Develop, manage, and maintain project budgets, forecasts, and variance analyses from planning through project closeout.
- Partner with PMO leadership, Finance, and Project Managers to ensure accurate forecasting, reporting consistency, and transparency across the portfolio.
- Monitor and analyze budget variances, ensuring discrepancies are identified, tracked, and addressed through formal cost review processes.
- Deliver technical and analytical project controls support, leveraging data to drive informed decision-making.
- Enhance portfolio reporting processes, focusing on data integrity, standardization, and improved visibility into financial performance.
- Support continuous improvement initiatives related to financial analysis, forecasting accuracy, and project controls methodologies.
- Prepare and present insights, reports, and recommendations to leadership to support strategic planning and execution of capital projects.
Job Specific Qualifications
- Bachelor’s Degree in Engineering, Finance, Accounting, Business, Construction Management, or related discipline

Candidates without a degree must have 10 years of experience in project reporting, financial reporting, cost control or budgeting

- Minimum 7 years of experience in project controls, capital project financial analysis, or portfolio reporting
- Strong analytical and financial modeling skills
- Advanced proficiency with Microsoft Excel and data analysis tools
- Experience with SAP, PTS, or similar project financial systems
- Strong understanding of capital project budgeting, forecasting, and variance analysis
- Strong communication skills with the ability to present financial information to leadership
- Ability to work across multiple organizations and manage competing priorities
- Compliance with the Department of Energy's regulation 10 CFR 810 is required
