Job Summary
The Principal NERC Compliance Specialist will manage Transmission Operations compliance with NERC Operating and Planning standards that apply to LIPA's NERC functional registrations, for which Transmission Operations is responsible. This includes review of updated and new standards for applicability. Evaluation of these standards to determine necessary changes to Transmission Operations policies and procedures to comply. Develop and update reliability standard audit worksheets (RSAW) for NERC audits, act as subject matter expert (SME) where applicable. Develop and manage internal controls to ensure compliance and compliance related tasks are performed. Represent LIPA on various NYISO working groups. Coordinate with other SME's as necessary if Transmission Operations input is needed on RSAWs. Review and respond if necessary to NERC Alerts. Perform various compliance related notifications, (Department of Energy, NERC, NPCC).
Job Responsibilities
- Review proposed new or updated NERC Standards and/or NERC alerts. Provide feedback/recommendations to Compliance group. Review finalized new and updated standards for impacts to Transmission Operations Procedures.
- Develop or update Transmission Operations Policies and procedures to comply with standards. Travel within service territory in field as required to support this effort.
- Maintain evidence in support of NERC Reliability standards.
- Maintain, develop and update Reliability audit standard worksheets. Review with Compliance.
- Represent LIPA on NYISO Transmission operations Working Group including but not limited to NYISO Transmission Operator Working Group, NYISO System Operator Advisory Subcommittee, and NYISO Operating Committee. Attend in person / remote meetings at NYISO or adjacent TO's as needed.
- Perform compliance related tasks, (Protection Memo review, Annual Verification of need for external NON-BES facilities, Annual Generator Fuels and emissions report download and provide to operators, Seasonal Ratings Review, communications compliance audits and review of processes.
- Develop review and monitoring of internal controls to maintain compliance with applicable NERC standards.
- Provide updates as supporting Subject Matter Expert (SME) and coordinate with other SME's for RSAW updates.
Job Specific Qualifications
- Bachelors Degree in Engineering or related field with 7 years relevant work experience, or in lieu of degree 10 years of relevant work experience
- Minimum of seven (7) years of NERC reliability experience
- Minimum of seven (5) years of Transmission control center experience or equivalent
- Knowledge and understanding of the NERC rules, regulations, and policies, as related to reliability
- Knowledge and understanding of the operation of a Transmission control center
- Understanding of wind, solar, and storage design fundamentals and associated risks to the bulk electric system
- Excellent writing and analytical skills
- Proven ability to communicate effectively with internal and external stakeholders and to work collaboratively across an organization to identify issues and create solutions
- NERC Transmission Operator or Reliability Coordinator certification expected to be obtained within 6 months
- Participated in at least one Regional Entity audit of NERC Operations and Planning Standards as SME, or as auditor of Operations and Planning Standards
- Valid US Driver's License required to travel to conduct site visits within PSEGLI service territory. Attend in person / remote meetings at NYISO or adjacent TO's as needed
