Job Summary
This position is for a FEMA Procurement Contract Manager responsible for overseeing the complete acquisition lifecycle for all FEMA funded programs and significant capital projects.
The core purpose of this role is to manage the development, negotiation, and execution of complex contracts, ensuring that all contractual expectations and regulatory requirements are meticulously met. The successful candidate will leverage strategic sourcing to manage construction service agreements, secure recurring commitments, and manage urgent operational project work.
Job Responsibilities
- Plan and manage procurement activities related to FEMA Grant, Emergency Planning & Projects, and Construction groups, ensuring compliance with FEMA regulations and capital requirements.
- Ensure that a well-defined, well-documented sourcing process is followed to meet contractual expectations and objectives.
- Manage the development, negotiation, and implementation of major contracts using planned sourcing strategies and category objectives.
- Re-source recurring contractual commitments on a regular cycle and manage emergent project work in support of operations.
- Manage key supplier relationships and handle technically complex projects and commercial negotiations.
- Administer contracts for various projects, including:
- Issuing bidders lists and Requests for Proposals (RFPs).
- Conducting pre-bid meetings and site walks.
- Analyzing proposals and leading review meetings.
- Negotiating with suppliers for materials and services.
- Drafting recommendations for contract awards.
- Developing and administering contracts while protecting the company’s contractual rights.
- Develop and coordinate innovative contracting strategies and solutions with clients, assist in defining scopes of work, and assess contractor qualifications through RFPs and other evaluation processes.
- Manage logistics support during and after normal working hours as needed during emergencies, potentially requiring on-call duty on holidays and weekends.
- Travel to multiple company locations and supplier facilities.
Job Specific Qualifications
- B.S. or B.A. Degree.
- 6–10 years of contract management experience.
- Excellent presentation and communication skills, both verbal and written, are mandatory, along with a sound understanding of technology, telecommunications projects, and scheduling.
- Must communicate both verbally and in writing in a clear and concise manner.
- Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment.
- Must work a flexible schedule to meet required deadlines.
- Aptitude to appropriately assess contractual risk and implement risk management strategies.
- Competency to implement measures and methods to tie payment to performance.
- Capacity to monitor and manage cost and change.
- Skill in managing concurrent tasks while effectively prioritizing and coordinating work assignments.
- Proficiency in proactively identifying and executing next steps to reach resolution or complete tasks.
- Capability to analyze complex information, develop plans, interpret complex data, and effectively demonstrate negotiation and facilitation skills.
- Expertise in defining and managing deliverables and respective responsibilities between the Company and the contractor.
- Must possess a valid US driver's license.
- Excellent negotiating skills required.
