Job Summary
Seeking a strategic and detail-oriented Business Continuity Exercise Manager to lead the planning, execution, and evaluation of business continuity and disaster recovery exercises across the organization. This role is critical to ensuring our ability to maintain essential services during disruptions, protect public safety, and comply with regulatory mandates and to ensure our teams are prepared to respond effectively to disruptions and maintain critical operations under adverse conditions. The Exercise Manager is responsible for developing an annual exercise schedule, facilitating cross-functional exercises, and ensuring exercises align with organizational resilience objectives. The Exercise Manager will work with more than 61 business lines, and will need to analyze more than 300 business process impact analysis and business continuity plans, exercise with more than 61 business leads (including Vice President level plan owners). Exercise Manager will need to report out on findings, draft and implement After-Action Reports, to include improvements needed while also maintaining audit-level documentation.
Job Responsibilities
- Design and facilitate business continuity and crisis management exercises (tabletop, functional, full-scale) tailored to organizational needs. Assist the Senior BC and EM Manager on special projects to support the BC Program’s overall administration, oversight and performance.
- Serve as the primary point-of-contact with Business Continuity Coordinators (BCC) and Business Process Leads (BPL) for all BC Exercise Program requirement.
- Develop and implement a centralized multi-year Training and Exercise Plan to streamline exercise management and enhance organizational response and readiness capabilities.
- Provide ongoing training, as required, for all BC Program participants on exercise design, development and implementation, including how to conduct after action/”hot wash” sessions.
- Work with the Senior BC and EM Manager to obtain input on recommended exercise scenarios to help identify opportunities to mitigate risk exposure and business process downtime during the loss of facilities, IT applications/systems, vendors/suppliers, personnel and/or special non-IT equipment.
- Develop Program goals and/or metrics as required, to measure BC exercise capabilities and performance, and make recommendations to the BC Program Manager to improve exercise monitoring and performance.
- Provide guidance and recommendations to exercise participants to reduce organizational risk and increase business disruption response and recovery capabilities. Improve the linkage between BIAs, BC Plans and Workarounds as they relate to the required BC Program exercises.
- Lead drafting of After-Action Reports and assist with improvements implementation.
Job Specific Qualifications
- Bachelor's degree in relevant discipline with 8+ years proven experience in Emergency Management or Business Continuity, with a focus on designing, coordinating, and delivering functional table-top exercises for diverse business units
- Proven experience designing and leading complex exercises using FEMA Homeland Security Exercise and Evaluation Program (HSEEP) doctrine
- Strong understanding of business continuity frameworks and regulatory requirements
- Project planning and management skills
- Experience with business continuity software platforms
- Familiarity with enterprise risk management and incident response
- Ability to manage multiple projects and adapt to changing priorities
- Analytical mindset with attention to detail and process improvement
- Familiarity with BC, Disaster Recovery or Risk Management Programs
- Experience with Microsoft Office products
- Demonstrated written, oral, and presentation skills with proven experience writing policies and procedures
- Excellent facilitation, communication, and stakeholder engagement skills
- At time of interview sample of exercise planning documents maybe requested
- Valid US driver's license
- Compliance with the Department of Energy's regulation 10 CFR 810 is required

- Master’s Degree
- Experience working in a utility environment
- Formal FEMA or equivalent exercise development, delivery and/or management training
- Certification in BC or Disaster Recovery
