Job Summary

This position is responsible for leading and optimizing end-to-end HR operational functions.  The role oversees HR service delivery, HR systems, payroll operations, employee services, benefits and leave administration, and process optimization to ensure compliant, efficient and employee-centered operations. The position partners with HR leadership, finance, IT and business stakeholders to align HR operational infrastructure with organizational strategy and enterprise initiatives.

Job Responsibilities

  • Payroll Oversight
    • Oversee union and nonunion payroll processing ensuring accuracy, compliance and timely processing.
    • Manage payroll audits, reconciliations, year-end reporting and vendor relationships.
    • Implement payroll process improvements and maintain internal controls.
  • Employee Services
    • Strategic lead for HR support function handing payroll, master data and employee travel and expense, as well as HR function handling employee inquiries, transactions, and lifecycle events. Develop Knowledge Management resources and partner with HRIS and stakeholders on self-service tools.
    • Track service performance and employee satisfaction metrics.
  • Benefits Administration
    • Partner with Center of Excellence on benefits strategy execution and administration (medical, dental, vision, retirement, wellness and leave programs).
  • HRIS
    • Partner with Center of Excellence on benefits strategy execution and administration (medical, dental, vision, retirement, wellness and leave programs).
    • Partner with IT on system upgrades, implementations and digital transformation initiatives
  • People leadership
    • Lead and develop high-performing HR operations, payroll, benefits and HRIS teams.
    • Build a culture of accountability, collaboration and continuous learning. Manage departmental budget and resource planning.
    • Contribute to overall HR strategy and growth initiatives.
  • Process Improvement and Operational Excellence
    • Identify opportunities to streamline HR processes through automation, standardization and technology. Lead continuous improvement initiatives to enhance efficiency and employee experience.
    • Provide operational insights and metrics to leadership. Management internal and external audits.
  • Compliance and Risk Management
    • Serve as lead for Audit readiness and response.
    • Ensure compliance with federal, state and local employment regulations. Maintain internal controls, documentation, records retention and audit readiness. Monitor evolving regulatory requirements and adjust processes accordingly.

Job Specific Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Organizational Leadership or related field.
  • A minimum of 8 years of HR experience, including HR operations or shared services leadership.
  • 3 to 5 years of experience leading and managing teams, with demonstrated expertise in payroll, HR operations, and HR systems.
  • Experience with HR enterprise platforms and technology, HR process improvement and service automation, system integrations.

Desired

  • Experience with ADP, SuccessFactors, SAP
  • Experience with union and non-union workforce
